Position Summary:

The Marine Terminal Pilot acts as the Company’s representative aboard export tankers during arrival, mooring, loading, and departure operations. This role ensures compliance with safety, environmental, and port regulations, and coordinates all marine activities related to tanker handling and cargo transfer.

 Responsibilities:

Safety

  • He is in charge of the tanker inspection on arrival for safety, security and environmental related matters
  • He checks the conformity of export tanker and her crew.
  • He verifies compliance of the export tanker with MARPOL regulations during her stay on site.
  • He acts as ISPS representative on board the export tanker on behalf of the PFSO and is the PFSO delegate on board the FPSO.
  • He acts as focus point on board the tanker during normal and emergency situations.
  • He fills up the ISGOTT Ship Shore Safety Check List with the Export Tanker’s Master.
  • He assists in establishing emergency marine procedures and provide necessary expertise.
  • He participates in risk analysis for marine operations (HAZID/HAZOP).
  • He gathers ‘lessons learnt’ and provides feedback as required.
  • He fully complies with all security, health and safety instructions at all times.
  • He stays vigilant and maintains continuous awareness of hazards and surroundings.
  • He reports to Marine Operation Superintendent any issue the may face or observe and propose way of improvement.

Export tanker handling

  • He uses available naval means (tugs and AHTS) for tanker movement as per Company procedures and port regulations.
  • He reviews export tanker handling procedures and emergency response on a regular basis.
  • He is in charge of mooring team management during export tanker operations.
  • He follows up the maintenance of offloading buoy, mooring equipment and floating hoses with marine crew.
  • He coordinates the activities at the bow/stern and on deck of the export tanker.
  • He supervises the hoses connection/disconnection.
  • He is in charge of handling/transfer of material and equipment with the export tanker.

Terminal representative for the company

  • He endorses all loading/offloading documents and all other commercial documentations on behalf of the company (except the Bill of Lading).
  • He follows up the cargo operations: inspection with cargo surveyors on deck, loading/discharge plan, loading/offloading operations and communications with cargo control room.
  • He draws up “brief call reports” for company.
  • He initiates the “letter of protest” when needed.
  • He evaluates the training requirements of the naval mean’s Master (tugs and AHTS).

Other activities

  • He assists the Marine Operation Superintendent on board the FPSO/Offloading Buoy for marine related activities and provides his marine expertise.
  • When available and in compliance with rest hours policy, he might be requested by the Marine Operation Manager to assist for marine/pilotage related activities within the block.
  • When available and in compliance with rest hours policy, he might be requested by the Marine Operation Manager to inspect the naval means (tugs and AHTS) and to verify compliance and condition of their towing equipment.
  • He acts as vessel coordinator during oil spill containment and recovery operations with boom and skimmer.

Education:

  • Has a minimum work experience of twenty-four (24) months actual sea service as Senior Deck Officer on crude oil tankers.
  • Be Holder of a valid IMO STCW 95 deck officer class 1 certificate.
  • Hold or has held a STCW bridge resources management certificate.
  • Hold or has held an advanced oil tanker cargo operations STCW training certificate (IMO
  • model course 1.02).
  • Is the holder of a valid medical fitness certificate in accordance with IMO STCW 95 convention.
  • Has attended a specific simulator training course for terminal pilots.
  • Is familiar with tanker operations.
  • Is familiar with the operation of terminal tugs.
  • Is fluent in English (French and/or Portuguese is an advantage).
  • PFSO training.
  • Has attended a ship handling course on manned models.
  • Oil Spill Clearance IMO Level 1 (offshore).
  • Lifting & Rigging Training & Certificate.
  • Floating Line Hydrostatic Pressure test Training & certificate (as per OCIMF SMOG 3rd ed 2015).
  • Integrated Flange Tightening Training & certificate (as per guidelines for boundary bolted flange joint assembly).
